1 March 2011 - Germany's Federal Association for Information Technology, Telecommunications and New Media Bitkom expects that cloud computing business with corporate and private clients will grow by 55% on the year to EUR3.5bn in 2011.
According to Bitkom President August-Wilhelm Scheer, cloud computing will fundamentally change not only corporate structures, but also the professional and private life of people in the foreseeable future. Private users already frequently use cloud services such as flickr, amazon, online games, social networks etc.
In addition, more than 50% of German software providers intend to generate 10% of their sales through cloud services this year, Scheer said.
Bitkom further projects that the cloud computing market will grow to EUR8.2bn in 2015.

Buffett's fast-food preference: Dairy Queen over McDonald's

OMAHA, Neb. (AP) _ Billionaire Warren Buffett's legendary investment firm released its eagerly awaited annual report Saturday, and Big Macs are not on the menu.
Stock in McDonald's restaurants is not among the portfolio released on the Internet by Berkshire Hathaway Inc., a company whose consistently high returns has made its annual report a big event on Wall Street.
Since the ``Wizard of Omaha'' took control in 1964, Berkshire Hathaway has turned into an investment vehicle with annual returns averaging nearly 25 percent for those who bought its stock.
Last year, Buffett surprised shareholders when he doubled Berkshire's stock in fast-food giant McDonald's from less than $600 million in 1995 to about $1.3 billion - 4.3 percent of the company's shares - by the end of 1996.
But no investment in the chain was mentioned in Berkshire's 1997 annual report.
``We don't want to comment on that because we feel that the report is complete and speaks for itself,'' Buffett's assistant Debbie Bosanek said Saturday. Buffett could not be reached for comment.
While McDonald's may be lost, Berkshire continues to hold onto its large shares in Coca-Cola, Walt Disney, American Express, Gillette Co., Wells Fargo Bank and the Washington Post.
The company also added to its portfolio in the past year another fast-food giant, Dairy Queen.
``I bring a modicum of product expertise to this transaction ... I have been a regular (of Dairy Queen) in Omaha,'' Buffett told Berkshire shareholders in the chairman's letter in the annual report. ``We have put our money where our mouth is.''
Although Berkshire is known for sticking to stocks, the company made big money in other investments last year.
It made $97.4 million from silver as dwindling supplies pushed prices to the highest levels in nine years. The company also made $61.9 million from selling 31.7 million barrels of oil over the past three years and $598.8 million in long-term securities with the U.S Treasury.
``We will occasionally make an unconventional move when we believe the odds favor it,'' Buffett said.
Forbes magazine last October called Buffett the second-richest man in the world, with a net worth of $21 billion. The richest is Microsoft Corp. chairman Bill Gates, with a net worth of more than $39.8 billion.

The Commonwealth Bank says customers experiencing financial difficulties due to the
New South Wales floods will be given assistance with loan repayments.
The bank's activated a special emergency assistance package .. which includes repayment
arrangements for customers who experience difficulties repaying their home loans following
the floods.
Emergency credit limit increases will be considered and loan restructuring will be
put in place for business customers with existing loans .. without the usual bank establishment
fees.
The bank will also expedite claims on its CommInsure insurance policies for homes and
motor vehicles.

The federal opposition says public servants working on the now-defunct emissions trading
scheme should not be paid to twiddle their thumbs.
The federal government has pushed back the start of its carbon pollution reduction
scheme to at least 2013.
Opposition climate action spokesman GREG HUNT says the wages bill from hundreds of
public servants working on the implementation of the scheme is about $90 million a year.
Mr HUNT would not be drawn on how many public servants should be sacked .. but says
the government must review jobs created to administer the scheme.

CANBERRA, Dec 16 AAP - Postal workers will stop work on Wednesday in a bid to win better
pay and conditions.
The Australia Post employees want a new workplace agreement which protects penalty
shifts, rosters and take-home pay.
They also want improved workplace safety conditions.
They've been locked in an industrial dispute with Australia Post since 2006, with the
most recent round of negotiations breaking down earlier this month.
In protest, the Communications, Electrical and Plumbing Union on Tuesday confirmed
posties would strike in all states, except South Australia, from Wednesday.
South Australian workers will join the stoppages from Thursday to avoid school students
missing out on Year 12 exam results arriving in the post.
Most strikes are to take place during the next 48 hours, although the union has said
there may be further action on Friday.

An international expert says the management of Victoria's forests is NOT to blame for
this week's devastating bushfires.
There've been claims the fires were worsened by a lack of seasonal burn-offs .. and
by too much forest being locked up in reserves.
But PETER KANOWSKI .. professor of forestry at the Australian National University ..
says the wet eucalypt forests which dominate northeast of Melbourne are not suitable for
fuel reduction burns.
Professor KANOSWKI .. who's advised state and federal governments on minimising fire
risks .. says a key issue is the use of treeless buffer zones between homes and forests.
And he says tighter rules for building design .. and planning codes which ban building
in some fire-prone areas .. might be a better way to minimise fires than changing forest
practices.

Australian Olympic officials say they haven't had to bail out any of the athletes who'll
fly home on two chartered flights this afternoon.

CANBERRA, Aug 3 AAP - Prime Minister John Howard says there is no need for a judicial
inquiry into the Mohamed Haneef case following a ruling by the High Court which upheld
the new anti-terrorism laws.
The High Court yesterday ruled a terrorism law used to impose an interim control order
on Joseph Terrence "Jihad Jack" Thomas was constitutionally valid.
The court ruled the section of the anti-terrorism laws relating to control orders was
supported at least by the defence power in the constitution.
Thomas was cleared of terrorism charges by a court last year but judged by authorities
to still pose a potential terrorist threat.
Opposition Leader Kevin Rudd has called for an independent judicial inquiry into the
handling of the Indian doctor's case which resulted in charges being dropped.
But Mr Howard said there was no need for an inquiry because the terrorism laws already
had passed an important test.
"We don't need a judicial inquiry, that is a politically inspired call by Mr Rudd,"
Mr Howard told Sky News.
"I think the great litmus test of the new anti-terrorism laws was yesterday's decision
by the High Court of Australia, upholding the control order legislation.
"I'm very pleased that the High Court has ruled in favour of the constitutionality
of those laws and I think that demonstrates that the laws were soundly based."
Mr Howard also denied any prior knowledge of an Indian police file on Dr Haneef which
alleged he had links with terrorist group al-Qaeda.
"I knew nothing of this until I heard about it from SBS," he said.
"I have nothing to do with the report, it didn't come from me.
"It came from an SBS program, it came out of India, as to whether there's anything
in it, I do not know.
"I do however intend to let the police do their job, they should be left alone."

NSW: Sartor approves East Darling Harbour revamp plans

SYDNEY, Feb 10 AAP - Sydney's East Darling Harbour will be rezoned for redevelopment
before the March election, NSW Planning Minister Frank Sartor says.
Revealing concept plans for the 22-hectare redevelopment site today, Mr Sartor said
he had approved the East Darling Harbour plans yesterday.
The plans envisage 300,000 square metres of offices, units and hotels would be developed
next to parkland, along with enhanced port and passenger terminal facilities.
Opposition Leader Peter Debnam today promised a three-month review of the redevelopment
proposal if he wins the March 24 state election, after business groups yesterday slammed
the opposition's original idea of dumping it.
Mr Sartor said he feared the opposition still planned to scrap the proposal and threaten
up to 30,000 jobs.
"While the dogs keep barking the caravan moves on," Mr Sartor said.
"I think these are wonderful investments and they're going to go forward with the strictest
controls, and we'll see a new standard of quality emerging."
The government had not ruled out the the use of light rail in the area.
Mr Sartor said former Premier Bob Carr had telephoned him about a foreshore development
issue at Rose Bay, but he did not say whether Mr Carr had pressured him to review the
East Darling Harbour proposal.
Mr Debnam said he was pleased Mr Carr was tackling the government over protecting Sydney harbour.
"For 12 years Labor has sold off every square inch of the foreshore they can," he said.
"They've established either high-rise apartments or high-rise office blocks, and that's
exactly what we're seeing at East Darling Harbour."
But Premier Morris Iemma said Mr Debnam's policy would cost 1,000 jobs at Port Kembla
or potentially cause the jobs to be lost to Brisbane or Melbourne.
"Mr Debnam's policy is one in which it is anti-jobs, anti-investment, anti-growth and
anti-access for the people," Mr Iemma said.
Former Prime Minister Paul Keating weighed into the debate today, issuing a statement
saying the government's consultation and planning competition had put Sydney in a good
position to save the the East Darling Harbour precinct for posterity.
"Minister Sartor and his officials have chosen to wisely interpret the winning schematic
laid down under the Hill Thalis entry," Mr Keating said.
He said Mr Sartor's proposals included the ingredients of leadership, imagination and courage.

CANBERRA, Aug 24 AAP - A possible federal takeover of public hospital management will
be an issue at the next election, Labor says.
Opposition health spokeswoman Julia Gillard says hospital responsibility is a debate
Australia "had to have" in the context of the 2008 health care agreement, the next five-yearly
pact between the federal and state governments.
"We should use those agreements as a way to start talking about whether or not we need
one health system funded federally which runs the lot," Ms Gillard told the Ten Network
today.
"I think it will be an issue at the next election, the future of our health system."
Ms Gillard yesterday said Labor would consider taking on the states' responsibility
for running public hospitals as part of a major shake-up of the health system if it wins
government.
Health Minister Tony Abbott ruled out the idea in December last year, in line with
Prime Minister John Howard's repeated rejection of the move.

An elderly Sydney man has pleaded not guilty to posting material relating to his own
prior child sex convictions .. on the internet.
72-year-old GEOFFREY LEONARD was arrested in March after police raids on his Hornsby home.
In Downing Centre Local Court today .. police alleged LEONARD uploaded witness and
victim statements describing his sex acts with children .. onto a website.
He's pleaded not guilty and will face court again on May 30.

Qld: Shark victim may have been fishing illegally
Fisheries inspectors will investigate whether the man killed in a shark attack off
the far north Queensland coast was spearfishing illegally.
Thirty-eight-year-old MARK THOMPSON from Clifton Beach, was with two friends at Opal
Reef, about 75 kilometres from Cairns, when a shark attacked at about 1pm (AEST) on Saturday.
Mr THOMPSON suffered massive leg wounds and had a heart attack and died before paramedics
could reach him.
Queensland boaties and fisheries acting Cairns district manager ROBERT HALL says authorities
need to know the exact location of the attack.
Mr HALL says Opal Reef itself and areas surrounding the reef are known as the green
zone, while above the northern part of Opal Reef is a public appreciation area.
Green zones are closed to fishing under federal law to protect the Great Barrier Reef
and its depleting fish stocks, while spear fishing is restricted in public appreciation
zones.

The North Carolina Internet2 Technology Evaluation Center (NC-ITEC), Juniper Networks (NASDAQ:JNPR), Spirent Communications (NYSE:SPM and LSE:SPT) and Qwest Communications International, Inc. today announced the successful completion of the first cross-country performance tests on the completed first phase of the next-generation 10 Gbps Internet2 Abilene backbone.
As part of the network upgrade, engineers at the NC-ITEC were able to introduce test traffic in excess of 8 Gbps to stress the newly installed network components.
"We saw a unique opportunity to test the limits of both routers and circuits during the upgrade," said John Moore, technical director of the NC-ITEC, located in the CENTAUR Lab at North Carolina State University. "We were able to gain some valuable insight into how the backbone was performing during the build-out and the end-to-end results were very impressive."
Abilene, a high-speed Internet2 backbone network supporting research and higher education in the U.S., is undergoing a significant upgrade to 10 Gbps using routing platforms from Juniper Networks and OC-192 circuits from Qwest Communications.
Engineers at the NC-ITEC used Spirent Communications' performance analysis test equipment located in Qwest's Washington, DC and Sunnyvale, CA facilities to run the tests. The test equipment was directly attached to the Juniper Networks T640 Internet Routing Nodes using OC-192 interfaces and proved capable of generating a full 10 Gbps worth of test traffic.
"This type of testing validates the ability of the upgraded backbone to support high-bandwidth applications being developed by the Internet2 community," said Neil Anderson, senior director of Spirent Communications' Advanced Test Programs. "Spirent is committed to partnering with industry leaders and the academic and government research communities to ensure the highest possible performance for the next-generation Internet, which requires thorough and rigorous testing."
Using the Spirent AX4000, NC-ITEC engineers were able to successfully generate greater than 8 Gbps of test traffic coast-to-coast using both IPv4 and the new IPv6 protocols. With the addition of normal production traffic, some backbone links saw an aggregate traffic load of greater than 9 Gbps during the test.
"One of the primary goals of Internet2 is to provide the research and education community with the most advanced infrastructure capabilities. These tests demonstrate the ability of the T640 platform to support the most demanding networks and Juniper Networks commitment to the development of IPv6. We're pleased to be part of this project," commented Kevin Dillon, director of Portfolio Marketing at Juniper Networks.
In one test, the Spirent AX/4000s generated 8.1 Gbps of combined IPv4 and IPv6 traffic for more than 5 hours. The traffic consisted of a mix of packet sizes and was flowing in both directions across the continent simultaneously. A similar test with only IPv6 traffic was run for more than an hour with a tester-generated load of 8.6 Gbps.
"We were glad to see Abilene fully utilizing the capabilities of the 10 Gbps Q-wave service during the test," said Debbie Montano, director of Advanced Internet Initiatives at Qwest. "The stability and performance of the circuits is key to supporting advanced applications for the Internet2 community."

The Maine Department of Environmental Protection (DEP) is using BeyondGeo to report and publicize oil spill cleanup efforts following the spill damage caused by the oil tanker Julie N. in September 2000. The Maine DEP used existing maps, aerial photographs, and the detailed reports gathered through its assessment efforts with the BeyondGeo solution to create an interactive map driven from its database of field observations. SATELLITE REGULATORS NEED TO MOVE CAUTIOUSLY ON INTERNET SERVICES
Regulators around the world need to resist the temptation to interfere with the rollout of satellite-based Internet services, a one-time top U.S. satellite regulator warned last week.
A current U.S. regulator shared the same concern about needing to regulate satellite-based Internet services carefully to avoid delaying the startup progress, while a satellite industry executive who is hoping to win licenses for his company to provide Internet services claimed that new businesses are continuing to face difficulty in convincing regulators to approve their proposed systems. All three viewpoints were offered before more than 100 attendees at a panel discussion held in Washington last week to address a wide range of issues at a conference, Global Opportunities for Internet Via Satellite, sponsored by the Center for Business Intelligence.
Any regulatory missteps could hinder the rollout of new satellite-based Internet services. The consequences would be enormous. Comsat Corp. [CQ], a Bethesda, Md.-based provider of satellite services, has estimated that 70 percent of new transponder leases are intended to provide Internet services.
"It is too soon to know whether governments will enable the Internet revolution, by satellite or otherwise, or whether they will cripple it," said Scott Harris, a partner in the Washington law firm Harris, Wiltshire & Grannis LLP and a former chief of the FCC's International Bureau (IB). "So far they have done fine. But the risks of over-regulation are great-and there are ominous rumblings from government buildings around the world."
Rebecca Arbogast, senior legal advisor at the IB, supported the view that regulators must act cautiously to avoid interfering with the introduction of satellite-based services. To that end, U.S. regulators are urging satellite companies to coordinate among themselves how to use spectrum, adopting flexible service rules and avoiding the creation of arbitrary technical standards, Arbogast said.
The vast importance of satellite-related Internet services is fully understood by U.S. and other regulators, she added.
The third panelist, Mark MacGann, SkyBridge's vice president of strategic planning, talked about the problems incurred by fledgling satellite providers in obtaining licenses to start service. SkyBridge is a proposed 80-satellite, low-Earth-orbit satellite system that is attempting to obtain a license from the FCC, but has yet to succeed. The company also is the target of opposition from rival systems that claim SkyBridge's plan to operate in the congested Ku- band will disrupt existing geostationary satellite services and communications that already use that spectrum.
"We do not interfere with other systems," said MacGann, who added SkyBridge's cost may top $6 billion for satellites, ground segment, user terminals and gateways.
Encouragement for new satellite systems was offered by Arbogast, who said the satellite policy objectives of U.S. regulators include fostering a competitive industry, minimizing regulation and enacting flexible regulatory policies, promoting market access aboard and encouraging foreign governments to adopt non-discriminatory policies.
Last year's World Trade Organization agreement on basic telecommunications services gave providers market access for satellite-delivered Internet services to most parts of the world. That agreement also requires governments to establish regulatory systems that promote competition, allocate needed spectrum and avoid discriminatory licensing practices.
If such regulatory policies are maintained, satellites will participate in the delivery of Internet services in a major way, Harris said.
"The explosive growth we've seen will have been only the beginning," Harris said. "Yet, Internet practically taunts governments to do the wrong things. Over the next few years, we will see whether our government-and others-will refrain from choking off the Internet phenomenon."
...AT&T Engineer Warns Of Satellite Congestion, Proposes Space-Based Solution
The race to launch new satellite systems to provide innovative Internet and other communications services poses potential bandwidth congestion problems, said a top AT&T [T] engineer. Paul Cooper told attendees at last week's conference that an "armada of satellites" will create spectrum congestion and other problems. Those challenges include spectral interference among satellite terrestrial links, global licensing battles, and heightened technical demands on system operations. To mitigate such problems, Cooper is proposing a universal space-borne satellite network gateway system that would allow all satellite service providers to interface in space.

According to the authors of recent research from Heilongjiang, People's Republic of China, "This research discusses a cross-cultural validation in China of the Internet user lifestyle scale developed by Smith and Swinyard (2001). The scale was initially validated for United States online users in 2001 and later for European Union online users in 2005."
"Our analysis reveals that the lifestyle scale remains valid for online users in China. However, we find that the segmentation of online users in China based on the lifestyle scale differs markedly from what was found earlier in the United States and European Union countries. We profile two new online shopping segments and one new online non-shopping segment," wrote Q. Ye and colleagues, Harbin Institute of Technology.
The researchers concluded: "The result provides a refined understanding of the similarities and differences in online shopper lifestyles across the different cultures."

Stage set for tense union vote at N.Y. Target; Accusations are flying on and off the Web. A victory for the UFCW could open the way for organizing efforts at other big retailers.(BUSINESS)

Amid recriminations and tension, workers at a Target store in a New York City suburb will decide Friday whether to establish the mega-retailer's first unionized outlet.
In the days leading up to the vote, Target officials have accused the union of racial and anti-gay slurs and other verbal abuse. The union, in turn, said the company threatened to close a store and fire union supporters. The jousting has been ongoing across the Internet as well. A new Target website attacks labor organizers, while an old video has been posted online showing Target management spewing anti-union propaganda.
Theatrics aside, big-box retailers and labor relations experts across the country are watching carefully. If 265 Target workers in Valley Stream, N.Y., choose to be represented by the United Food Commercial Workers International Union (UFCW), it could signal a shift in the country's current antiunion climate and open the way for organizing efforts at other Target stores and large retail chains.
The election turns primarily on the issues of limited working hours and low pay for retail employees, a situation that scholars say dominates the entire industry, not just Target. Chris Tilly, director of UCLA's Institute for Research on Labor and Employment, called it "a hard atmosphere for union organizing."
Election results are not expected until around midnight, and employees on both sides of the union question have said they expect a close margin. Target will provide bus service for workers who are not working to come to the store to cast their vote.
"Target believes it is important that all eligible team members have the opportunity to place their vote in the secret ballot," the company said in a statement Thursday.
Meanwhile, each side has filed legal complaints against the other with the National Labor Relations Board (NLRB).
Target accused the union and its supporters of making "racial" and "antigay" statements, threatening other employees during phone calls and home visits and verbally abusing members of management as they entered or left the store.
The UFCW accused Target of threatening to close the store if the union succeeded in organizing its workers.
The union also said the company lacked legitimate grounds to issue a final warning before termination to an employee who spoke in support of the union to co-workers.
In addition, a recently created Target website aimed specifically at employees of the Valley Stream store labeled legal visits to employees' home by union supporters "high pressure tactics." Federal law requires Target to supply the National Labor Relations Board (NLRB) and the union with employee names and addresses of those affected by the election.
"The union will no doubt use the list to continue to bother you at your home or call you," the website said. The company suggested that the union might use employees' personal information in a "negative" way.
A spokesman for UFCW Local 1500, which hopes to represent the Valley Stream Target workers, countered that Target will not let union supporters speak to employees at work, but has forced all workers to attend mandatory meetings at which management criticizes the union.
An antiunion video produced by Target was leaked to the Gawker website earlier this week and now appears on Facebook. The 13-minute video shows two actors dressed as Target workers explaining that unions collect dues to protect unions, not workers. The video claims union rules would not even allow employees to talk to certain customers. Target's vice president for labor relations, Jim Rowader, appears in the video. He tells employees that unions are third parties that "try to divide us."
A Target spokeswoman said the video has not been used "for years." She said it was not shown to employees in Valley Stream.
Fourth attempt to organize
Target has withstood four union organizing attempts since 1990. That year, workers voted down a union at a Target store near Detroit. In 1995, Target warehouse workers in Pueblo, Colo., rejected unionization. Target warehouse workers in Tifton, Ga., followed suit in 1997, turning down union representation.
A few years later, a Target store in Salinas, Calif. scheduled a vote to organize, but the union called off the election three days before it was scheduled to take place, presumably because it thought it would lose.
Earlier this week, UFCW Local 1500 said Friday's election would go on "despite a campaign of fear, intimidation and threats to close the store ."

Toyota Announces Year-End Financial Results.(Financial report)
Tokyo, May 11, 2011 - (JCN Newswire) - Toyota Motor Corporation (TMC) today announced financial results for the fiscal year ended March 31, 2011.
On a consolidated basis, net revenues for the fiscal year ended March 31, 2011 totaled 18.993 trillion yen, an increase of 0.2 percent compared to the previous fiscal year. Operating income increased from 147.5 billion yen to 468.2 billion yen, while income before income taxes and equity in earnings of affiliated companies was 563.2 billion yen. Net income* increased from 209.4 billion yen to 408.1 billion yen.
Operating income increased by 320.7 billion yen, mainly as a result of a significant increase in vehicle sales in particularly emerging markets and continued cost reduction including company-wide Value Analysis activities. Factors for the increase include 490.0 billion yen due to marketing efforts and 180.0 billion yen due to cost reduction efforts, while factors for the decrease include 110.0 billion yen due to the impact of the Great East Japan Earthquake.
Consolidated vehicle sales for the fiscal year totaled 7.308 million units, an increase of 71 thousand units compared to the previous fiscal year.
Commenting on the results, TMC President Akio Toyoda said: "We finished the fiscal year to March 31, 2011 with improved operating income of 468.2 billion yen as a result of our efforts on marketing and cost reduction despite a negative impact of around 100 billion yen from the Great East Japan Earthquake. Our business environment continued to be challenging due to Yen appreciation among others. Nevertheless, we managed to improve our profit structure even further thanks to the support from all our stakeholders, in particular our customers."
In Japan, vehicle sales were 1.913 million units, a decrease of 250 thousand units compared to the last fiscal year. Operating income from Japanese operations decreased by 137.2 billion yen, to a loss of 362.4 billion yen.
In North America, vehicle sales totaled 2.031 million units, a decrease of 67 thousand units compared to the last fiscal year. Operating income increased by 254.1 billion yen to 339.5 billion yen, including 27.6 billion yen of valuation gains/losses on interest rate swaps. Operating income, excluding the impact of valuation gains/losses on interest rate swaps, increased by 257.8 billion yen to 311.9 billion yen.
In Europe, vehicle sales were 796 thousand units, a decrease of 62 thousand units, while operating income improved by 46.1 billion yen, to 13.1 billion yen.
In Asia, vehicle sales were 1.255 million units, an increase of 276 thousand units, while operating income increased by 109.4 billion yen, to 313.0 billion yen.
In Central and South America, Oceania and Africa, vehicle sales were 1.319 million units, an increase of 174 thousand units, while operating income increased by 44.6 billion yen to 160.1 billion yen.
In the financial services segment, operating income increased by 111.3 billion yen, to 358.2 billion yen compared to the previous fiscal year, including 37.4 billion yen of valuation gains/losses from interest rate swaps. Excluding valuation gains/losses, operating income increased by 104.9 billion yen to 320.8 billion yen. The increase was mainly due to increased earnings as a result of decreased expenses related to loan and residual losses, as well as increased lending balance mainly in the United States.
TMC decided not to announce forecasts for consolidated vehicle sales, net revenues and earnings for the fiscal year ending March 31, 2012, as more time is needed to complete the examination of production and sales plans due to the impact of the Great East Japan Earthquake.
TMC also announced a year-end dividend of 30 yen per share, to be proposed at the general shareholders meeting in June.

VIRTUAL KNOWLEDGE NETWORK ENABLES PRIMARY CARE PROVIDERS TO OFFER BEST PRACTICE CARE FOR COMPLEX DISEASES.
PRINCETON, NJ -- The following information was released by the Robert Wood Johnson Foundation:
The Problem. Hepatitis C, which causes cirrhosis of the liver, liver cancer and liver failure if untreated, is a major health problem in New Mexico. The state's cirrhosis rate is twice the national average and deaths from liver failure are above average.
Many cases of hepatitis C (between 45 percent and 75 percent) are curable with treatment. But the treatment is complex and requires specialized expertise, which has been available only in Albuquerque.
Sanjeev Arora, M.D., runs the hepatitis C clinic at the University of New Mexico School of Medicine in Albuquerque. "There was an eight-month wait to see me. Patients would have to drive, sometimes 250 miles, from remote parts of New Mexico," said Arora, who is a professor and vice chairman of the Department of Internal Medicine and chief of clinical operations for the Department of Medicine.
Many people with hepatitis C have no health insurance. Some are too poor to make the monthly trips to Albuquerque from their rural communities for the yearlong treatment. In 2004, fewer than 5 percent of patients with hepatitis C in New Mexico were treated.
Bringing specialist-level care to rural communities. Arora started Project ECHO (Extension for Community Healthcare Outcomes) in 2004 to leverage scarce specialist resources and expand access to treatment for patients with hepatitis C throughout New Mexico.
Through use of a secure, Internet-based audiovisual network, best practice protocols and case-based learning, primary care providers receive the training and support they need to deliver best practice care. Most of these providers work in federally qualified health centers and other practices that serve Medicaid patients and other underserved populations.
After diagnosing a patient with hepatitis C, a primary care provider presents the case during a video or telephone conference so that specialists can help provide a treatment plan. The primary care provider then treats the patient and presents status reports and issues during follow-up conferences.
"Project ECHO, through the knowledge networks, can expand access to specialists' input for these patients and make it available at the right time, quickly, and enable their primary care physicians to provide best practice care in their home environment," said Arora, who started Project ECHO with funding from the Agency for Healthcare Research and Quality. Since 2006, the New Mexico legislature also has been providing funding.
About 40 percent of inmates in New Mexico have hepatitis C. Project ECHO has a separate hepatitis C clinic for inmates, in collaboration with the New Mexico Department of Corrections. Arora also set up a peer education program in which inmates help other inmates prevent the spread of hepatitis C, HIV and sexually transmitted diseases and discourage drug use. After completing a 40-hour training program, the peer educators deliver a 10-hour curriculum to every prisoner.
By 2007, Arora had expanded Project ECHO to include clinics for rheumatology, substance use and mental health disorders. That year, Project ECHO won the Changemakers competition for projects offering new ways to deliver health care services. The Robert Wood Johnson Foundation (RWJF) co-sponsors the competition with the Arlington, Va.-based Ashoka Foundation, which supports the work of social entrepreneurs (who use business approaches to have a social impact).
Over the next two years, Project ECHO expanded to 16 clinics, ranging from asthma and diabetes to cardiac risk reduction, chronic pain and headache and pediatric obesity.
RWJF promotes further expansion. In 2009, RWJF awarded Project ECHO a grant (ID# 063945) to expand and replicate its programs.
Under the grant, Project ECHO is taking six of the clinicsuasthma, diabetes, chronic pain and headache, high-risk pregnancy, integrated addictions and psychiatry and rheumatologyuto "industrial strength," said Arora. That includes working with primary care providers in 29 of New Mexico's 33 counties. In the diabetes clinics, Project ECHO also is training community health workers, who help patients manage their chronic diseases.
Through Project ECHO, tens of thousands of patients have received care they would not otherwise have had access to, and thousands of doctors in rural communities have been trained to provide specialty care for complex diseases. Project ECHO has proven that "rural doctors can provide the same level of care as a university," said Arora, "You don't have to sacrifice quality when a primary care physician provides specialist care as long as he's [or she's] hooked to a knowledge network where he [or she] can get support."
Linking to the Medical Leadership Institute. The same year it funded Project ECHO, RWJF also launched the Medicaid Leadership Institute, a fellowship program to enhance the leadership capacity of state Medicaid directors. Special advisor for program development Nancy Barrand, the initial program officer, introduced Arora to Carolyn Ingram, New Mexico's Medicaid director and a fellow in the first class (2010) of the Medicaid Leadership Institute. Despite their overlapping interests, Ingram had never met Arora nor heard about Project ECHO.
"I gave her a presentation on ECHO, and she was immediately able to see that this kind of model could be very helpful to her rural patients," said Arora, "It could enhance quality and reduce costs for Medicaid." Ingram helped Project ECHO establish a relationship with New Mexico Medicaid that will ultimately result in ECHO being able to draw down Medicaid dollars (including federal dollars) to match RWJF funds, which will be used for further clinic expansions.
"Medicaid is getting care for these individuals, and a bigger bang for the buck, because we don't have to pay to transfer clients to Albuquerque for treatment," said Ingram, "The patients are staying in their community, so they're happier."
An impact beyond New Mexico. Arora is working with the University of Washington to replicate Project ECHO in Washington State. So far, the university has established a hepatitis C clinic (with funding from RWJF, passed through Project ECHO) and chronic pain and substance use disorders clinics (with other funding). Washington State also is exploring the possibility of a grant through Medicaid.
Project ECHO has developed a site visit program and a replication kit to help others follow the model. The Veterans Health Administration has sent medical staff for training on Project ECHO and plans to replicate it for chronic pain and diabetes later in 2011. Other states have expressed interest in Project ECHO, as have other countries, such as India and Egypt.
The Medicaid Leadership Institute also is helping spread the word about Project ECHO and its role in helping Medicaid provide better care for beneficiaries. For example, the Center for Health Care Strategies, the national program office for the Medicaid Leadership Institute, has introduced Arora to its Medicaid Users Group, composed of senior leaders in Medicaid state programs, health plans and research organizations. The group provides input and guidance to the center on issues related to population management, and it shares information and strategies for identifying/managing high-risk members.

MOUNTAIN VIEW, Calif., Oct. 3 /PRNewswire/ -- Netscape Communications Corporation (Nasdaq: NSCP) today announced that Chevron Corporation, one of the world's largest petroleum companies with operations in more than 100 countries, is using both Netscape client and server software for its corporate Intranet and Internet sites. Chevron currently licenses Netscape Navigator(TM) client software to serve as a standard client on the desktop in order to provide its employees with easy access to a host of sites around the company.
Chevron's Intranet is comprised of more than 50 internal Web sites within the company. Based on Netscape Enterprise Server(TM) software, "go.chevron.com" is a new site being developed for Chevron's Intranet to provide Chevron employees with one point of access to obtain company news and information from its different departments and divisions.
"Chevron chose to use Netscape products based on the recommendation of our World Wide Web Architecture decision team," said Kevin Hickman, senior systems analyst at Chevron. "By utilizing Internet technology, Chevron employees experience easy access to information which saves time and money for the company."

Through the different Web sites available through Chevron's corporate Intranet, employees have access to information and applications including a listing of available Chevron jobs, an online phone book, multiple policy manuals, conference room scheduling, employee want ads, employee training information, financial and portfolio processes and library indexes. Chevron is also currently evaluating additional Web applications for the human resources department. Chevron's goal is to deliver self-service applications to the desktop via the internal Web so that employees will be able to look at their benefits and perform human resources applications online.
Chevron also uses Netscape server software for its external Internet presence, www.chevron.com. Chevron's Internet site is used primarily to distribute information about the company to the public. Visitors have access to information about operations, news and views, financials and products and services. Chevron also has a section of its Internet site, called the "exploration zone," with historical information about the evolution of Chevron and the oil business. This section also answers questions about the oil business regarding crude oil, refineries and service stations.
Netscape's full service Intranet solutions provide customers with four major user services: information sharing and management, communication and collaboration, navigation and application access. Through use of a range of Netscape servers, companies can also benefit from four major network services. SYDNEY, Nov 5 Asia Pulse - The Australian dollar closed stronger today despite investor condidence taking another hit on further fallout from the global credit crunch.
At 1700 AEDT, the Australian dollar was trading at 92.06 US cents, up from Friday's close of 91.63.
During the local session, it traded between a low of 91.86 US cents and a high of 92.18.
RBC senior currency strategist Sue Trinh said renewed concerncs over conditions in credit markets led to a fresh bout of risk aversion, weighing on higher-yielding currencies such as the Australian dollar.
She said the latest bout of risk aversion was sparked by news Citigroup - the largest bank in the US - was likely to make up to $US11 billion ($A11.95 billion) in writedowns due to exposure to the sub-prime mortgage sector.
"It's seen equity markets, at least in Asia, come well off on the day ... and that's weighed on carry trades of which (the) Aussie has been a beneficiary.
"So, it's seen the Aussie come off against the US dollar and against the Japanese yen on the day."
However, Ms Trinh said the Australian dollar managed to close above 92 US cents, boosted by expectations the Reserve Bank of Australia (RBA) would announce a rise in interest rates on Wednesday.
The RBA is widely expected to raise the official cash rate by 25-basis points to 6.75 per cent.
A rate rise would be supportive of the Australian dollar as it would widen the interest rate differential between the US and Australia.
Higher interest rates, used to combat inflation, can strengthen a currency by giving investors higher returns on investments denominated in it.
On the data front, the ANZ job ads series today showed the total number of jobs advertised in major metropolitan newspapers and on the internet rose by a seasonally adjusted 2.7 per cent in October to an average of 254,554 a week.
It was the highest number of job ads recorded in any month since the survey began.
Meanwhile, the TD Securities-Melbourne Institute monthly inflation gauge showed inflation remained at elevated levels in October.
The inflation gauge rose by 0.3 per cent in October following a 0.2 per cent rise in September and a 0.5 per cent rise in August.
In the 12 months to October, the inflation gauge rose by 3.3 per cent, the highest annual increase since March.
Annual underlying inflation was 3.2 per cent in the 12 months to October - above the RBA's target band of between two and three per cent.
And the Australian Industry Group-Commonwealth Bank Performance of Services Index (Australian PSI) fell by 3.2 points to 53.2 in October, remaining above the 50.0 level that separates expansion from contraction.
The currency closed at 105.62 yen, up from Friday's close of 104.98 yen, and at 63.55 euro cents, up from 63.47 euro cents.
In other currencies, the euro was at 1.4487 US dollars, up from Friday's close of 1.4436, and at 166.18 yen, up from 165.49 yen.
The US dollar closed the local session at 114.72 yen, up from 114.59.

HOW TO SURVIVE ON 185 CALORIES EACH DAY; Website advice fuels teen eating disorders.(News)

SINISTER websites are telling Irish children how to survive on just 185 calories a day, a leading doctor warned yesterday.
The average person needs more than 10 times that amount to stay healthy and Dr John Griffin said he feared the numbers suffering from eating disorders could increase because of the internet.
Dr Griffin, head of the Eating Disorders Unit at St Patrick's Hospital in Dublin, added: "One site showed how a person managed to survive on just 185 calories a day.
"These sites have advice on how to diet, how to burn calories and worst of all how to purge food from the body.
"They also show pictures of individuals, including some celebrities, which were likened to images of victims of Nazi concentration camps."
The doctor explained many of the sites are shut down after internet providers become aware of them but added that new ones constantly spring up in their place.
And Dr Griffin said some websites are presenting new challenges to those dealing with eating disorders. He added: "People don't realise there are many medical complications associated with eating disorders. It is very important that parents are aware what their children are looking at on the net."
The doctor said he knew of one case where a girl's eating disorder relapsed because of a website.
And he warned that the average age of those suffering from disorders is getting younger.
Children as young as 10 or 11 years of age have been diagnosed in the past and Dr Griffin said: "Kids are now being conditioned to be slim."
Many stars have caused controversy with plummeting weight and recently The Simple Life's Nicole Richie was slammed for her change in body shape.
But Dr Griffin also warned that the percentage of males with the condition is rising and said the first signs someone could be suffering from an eating disorder is a change in personality rather than a dramatic loss of weight.
It is thought more than 10 per cent of medical cases are related to eating disorders.

Many Australians have turned to online shopping. Figures from Visa International confirm that Australians are the third-biggest users of online shopping web sites, behind the US and the UK. Visa figures show that Australians spent around $A617 million via the internet in March 2005. The average transaction was worth around $A142. Similar findings have been published by ACNielsen, which notes that there are now around 4.2 million online shoppers in Australia.
